Une vingtaine des députés français se penchent sur cette discrimination linguistique par les organisations européennes.BRUXELLES 16/04/2002. Début décembre la députée Marie-Jo Zimmermann a attiré l'attention de la ministre déléguée aux Affaires européennes Mme Noëlle Lenoir sur les annonces de recrutement de nombreuses organisations européennes, qui spécifient très clairement que les candidats doivent être 'English mother tongue' ou 'English native speaker'. Cinq mois après, Zimmermann (UMP - Moselle) n'a toujours pas reçu de réponse à sa question écrite. «Ces annonces ne concernent pas des fonctions qui seraient étroitement liées à la langue - traducteur vers l'anglais, enseignant d'anglais, etc.,» note Zimmermann. «Elles portent sur des fonctions dans des associations et organisations européennes théoriquement ouvertes aux non-anglophones.» Jean Glavany (Socialiste - Hautes-Pyrénées) a aussi attiré l'attention de la ministre aux affaires européennes sur la discrimination linguistique. «Les seules personnes qui sont prises en considération dans le cadre de ces offres d'emploi sont des candidats dont l'anglais est la langue maternelle. D'autres, qui maîtrisent pourtant parfaitement cette langue, ne peuvent donc poser leur candidature.» Des annonces de ce type émanent même d'organisations aussi prestigieuses que la Délégation européenne en Russie, Tacis/Phare, la Fondation européenne pour la formation, Socrates/Léonardo, les projets Jean Monnet, et Cordis. Comme une vingtaine d'autres députés, Glavany et Zimmermann souhaiteraient que la ministre déléguée aux affaires européennes Mme Noëlle Lenoir leur indique les démarches que la France va effectuer pour faire cesser cette discrimination linguistique par les organisations européennes. Avec le progrès inéluctable de l'anglais, les annonces pour les anglophones de naissance se multiplient aussi au niveau international. La sénatrice du groupe socialiste Monique Cerisier-Ben Guiga a interrogé le ministre des Affaires étrangères sur la discrimination linguistique aux organisations internationales telles que la Cour internationale de justice, l'Organisation mondiale de la santé, le Programme des Nations-Unies pour l'environnement, et le Haut-commissariat aux droits de l'homme. Selon Cerisier-Ben Guiga, sénatrice représentant les Français établis hors de France, une discrimination à l'embauche fondée sur la langue maternelle est un défi à l'égalité proclamée par la Déclaration internationale des droits de l'homme. «En effet, un nombre croissant d'annonces de recrutement sont publiées par ces organismes et exigent 'English mother tongue' ou 'English native speaker', ce qui élimine tout candidat dont la maîtrise de l'anglais résulte de l'étude et non de la naissance,» estime Cerisier-Ben Guiga. Au Ministère français des Affaires étrangères on ne parle pas encore d'une discrimination à l'embauche. «Il est vrai toutefois qu'une 'parfaite maîtrise' de l'anglais est parfois exigée, alors qu'une 'bonne connaissance' du français est seulement demandée. Il arrive aussi que les avis de vacances ne soient publiés qu'en anglais,» note-t-on au Ministère. «Nos représentants permanents auprès des organisations internationales ont été sensibilisés à cette question et ont pour instruction de faire des démarches en cas de discriminations manifestes.» Selon David Ferguson de l'Association mondiale
d'espéranto (UEA), qui compte aujourd'hui plus de 20 000 membres dans 117
pays, le ministère français n'est pas très attentif à la question des
aptitudes linguistiques exigées lors des recrutements dans les
organisations internationales. L'Association Mondiale d'Espéranto, créée
en 1908 comme rassemblement d'espérantophones pour l'égalité entre les
langues, suit de près ce dossier de la discrimination linguistique. «Un
examen attentif des avis de vacances de poste fait apparaître une
discrimination croissante au profit des personnes de langue maternelle
anglaise. Au ministère on n'a évidemment pas le temps de jeter un coup
d'oeil aux annonces. Nous l'avons fait et nous avons publié une liste de
500 emplois réservés aux anglophones de naissance, ce qui est
